We spoke with Patrick Fechtmeyer, the founder of ARB Interactive, which owns Modo.us and Publishers Clearing House, about his plans to work with lawmakers across the country to file Sweepstakes Modernization Acts in what might be the most coordinated pro-sweeps legislative effort to date.

In the meantime, Maine, Indiana, Mississippi, Florida, Virginia, Maryland, Tennessee, Oklahoma have introduced new bills this session that would ban sweeps casinos, either as standalone bills or as part of a broader bill. Hearings have already begun for these bills, too, with legislation in Indiana and Florida passing initial hurdles so far. Meanwhile, the Illinois Gaming Board told Sweepsy that sweeps casinos “are not welcome” in Illinois.

Recent developments:

• Jan. 22, 2026: Indiana’s bill, House Bill 1052, passes through the House Public Policy Committee with an amendment that adds “multi-currency” in addition to “dual-currency” for the gaming models it bans, and it changes the penalty for sweeps operators from criminal to civil.
• Jan. 20, 2026: Maryland’s twin sweeps ban bills have their first hearings scheduled — 1 p.m. on Jan. 28 for SB 112 and 1 p.m. on Feb. 5 for HB 295.
• Jan. 15, 2026: Iowa lawmakers officially file a bill (Senate Study Bill 3040) that would give the Iowa Racing and Gaming Commission the power to send cease-and-desist orders to sweepstakes casinos.
• Jan. 14, 2026: Florida HB 189, which could threaten sweepstakes casinos operating in the state, passed through the House Criminal Justice Subcommittee.
• Jan. 14, 2026: DraftKings representatives back a Maine sweepstakes ban (LD 2007), while the SGLA and VGW speak against a ban during a Joint Veterans and Legal Affairs Committee hearing.
• Jan. 14, 2026: New Jersey introduces a bill that seeks to define sweepstakes casinos as internet gaming subject to licensing, regulation, taxation, and oversight within the state’s gaming laws.
• Jan. 13, 2026: Maryland lawmakers introduce a pair of bills (HB 295 and SB 112) that aim to ban dual-currency gaming platforms.
• Jan. 12, 2026: Virginia introduced an iGaming bill (HB 161) that aims to prohibit sweepstakes gaming unless conducted by a “licensed internet gaming operator.”
