We’re officially seeing some movement among the sweeps ban bills introduced in the 2026 legislative session. Indiana’s bill has passed through the House and already has its first Senate committee hearing scheduled, and Mississippi’s bill has cleared the Senate and currently sits with the House. And other bills in Virginia, Maine, Maryland, Iowa, and Florida are all moving, too.

Bills in other states, including Tennessee and Oklahoma, have not yet seen any action, aside from committee assignments. Meanwhile, the Illinois Gaming Board sent cease-and-desist orders to more than 60 sweeps operators and offshore betting sites.

We’ve also been told that, as of Feb. 4, Florida Attorney General Jason Uthmeier is actively meeting with sweeps operators and DFS operators, and that the conversations have fostered real engagement. Whether that turns into anything material for sweepstakes casinos in Florida, however, remains to be seen.

Recent developments in February 2026:

• Feb. 6, 2026: Indiana’s sweeps ban bill — House Bill 1052 — get scheduled for its first committee hearing after passing through the House. It will be heard by the Senate Public Policy Committee at 1 p.m. local time on Feb. 11.
• Feb. 5, 2026: One of Maryland’s twin sweeps ban bills — House Bill 295 — had a hearing before the House Ways and Means Committee, where no vote was taken. Testifiers included representatives of Maryland retail casinos, VGW, and the SGLA.
• Feb. 5, 2026: The Illinois Gaming Board, announced that, in coordination with the Attorney General’s office, it had issued “more than 60 cease-and-desist letters to entities believed to be operating illegal online casino and/or online sweepstakes gaming platforms.”
• Feb. 5, 2026: Mississippi Senate Bill 2104 advances through the Senate via a unanimous 52-0 vote. It has been assigned to the House Gaming Committee.
• Feb. 3, 2026: Virginia House Bill 161, which would legalize iGaming and ban sweeps gaming, clears a subcommittee and advances to the House Appropriations Committee.
• Feb. 2, 2026: Indiana HB1052 passes in an 87-11 House vote and now heads to the Senate. HB1052 creates civil penalties for sweeps casinos that use “dual-currency” or “multi-currency” gaming models.
